It seems anacronistic, but not every webspace has mysql-php-support.
Therefore for some people a CMS isn’t a suitable solution and making their homepages ends up in a neverending cycle of redesigning static pages without any possibility to grant a simple end user interaction. Some projects offer a fake-CMS software, where the dynamic stuff is managed locally and generated a static-structure to upload.
The first system I met was nophp.de. Due to the restriction to Windows and non-profit-pages it couldn’t convince me.
A second system I found is Poor man’s. Basing on Java and Open source it has no killing restrictions if there wasn’t the long idle time of the development.
